Federal regulations require that ALL persons seeking entry to secure areas of United States ports must present a valid Transportation Workers Identification Credential (TWIC card) and must maintain possession of the TWIC at all times in secure port areas.

Therefore, effective Jan. 13, 2009, United States Coast Guard will begin enforcement of the requirement that ALL persons, including truck drivers delivering/receiving cargo, longshoremen, agents, warehouse workers, railroad personnel, repair personnel, visitors, etc. seeking entry to the below listed facilities of the Port of New Orleans must present, and maintain possession of, a valid Transportation Workers Identification Credential (TWIC card).

All uptown facilities accessed via the Facility Access Stations at Nashville Avenue, Napoleon Avenue, Louisiana Avenue and Felicity Street, including:

• Coastal Cargo Company
• Empire Stevedoring (LA) Inc.
• Silocaf of New Orleans
• Folgers Coffee Company
• Port Cargo Service, LLC
• New Orleans Public Belt Railroad
• U.S. Customs and Border Protection
• Dupuy Storage & Forwarding
• I.L.A. Office – Napoleon Avenue
Harbor Police Department Headquarters – Third Street

Alabo Street Wharf:
• Pacorini Global Services

Jourdan Road Wharf:
• New Orleans Cold Storage
• CSA Equipment Company

Designated secure areas of:
• Julia Street and Erato Street Cruise Terminals

Other facilities during active maritime cargo operations:
• Poland Avenue Wharf

Persons desiring access to the above listed facilities, who do not possess a valid TWIC, may contact the facility they wish to visit to potentially arrange for an approved escort. Only the facility operator may make these arrangements with appropriate security personnel.

The Port of New Orleans enrollment center is located at 170 James Drive East, Suite 104 in St. Rose, La. The center is open from 6:30 a.m. to 5 p.m. Monday through Friday.

A TWIC card is a biometric credential that ensures only vetted workers are eligible to enter a secure area of a Maritime Transportation Security Act-regulated port or vessel unescorted. To date, more than 700,000 workers at U.S. ports have enrolled and thousands more are processed each week.
